Introduction to South Carolina Performance Funding for HigherEducation

During the 1996 Legislative session, the General Assembly passed Act359 commonly referred to as 'Performance Funding.' This Act established a newdirection for the accountability and funding of higher education in South Carolina. TheAct identified four distinct groups of institutions and defined the respective missions ofeach group. Also, the Act identified 37 performance indicators which will be used toevaluate the performance of each of the thirty-three public institutions of highereducation in the State and to provide for 100% of their funding. The Act provides forperformance funding to be phased in over a three-year period, with appropriations beingallocated entirely on performance during FY 1998-99 for expenditure in FY 1999-2000. Thispublication outlines the definitions and measures for all 37 indicators and should be usedas a guide to the institutions for proposing institutional benchmarks which subsequentlywill be evaluated by the South Carolina Commission on Higher Education. As the process ofimplementing performance funding continues, the Commission will provide additionalinformation.
