Awarding the Stackable Certificates
Certificates will be issued through the provider agency. Since the goal of the certificates is to provide students a clear and accessible path to advance their education and training, certificates should be awarded as soon as possible after achieving the level. For example, if a student places above the Pre-College Certificate Level 1 initially, but not high enough to obtain Pre-College Certificate Level 2, agencies should issue the Level 1 Certificate immediately in order to recognize the student’s “first step” in the pathway to higher education.
When the authorized agency awards a certificate, that agency is acknowledging that the student had demonstrated a mastery of the Reading, Writing, and Math competencies at that level, either 8 grade level equivalency for the Level 3 Pre-College or 12.9 grade level for the College-Ready Level 5. All certificates are endorsed by the South Carolina (SC) Commission on Higher Education, SC Department of Education, SC Technical College System, SC Literacy Councils, SC Department of Employment and Workforce, and SC Chamber of Commerce.
